This is the cheapest I've seen, the only thing is, you need a credit card. You can't pay via PayPal.

stay well away and wait for a godaddy code will get one for maybe even cheaper than $4.99

Not all cheap domains aren't the best.
Btw Godaddy also require creditcard or a verified paypal for buying the domains from them.

.co.cc is the cheapest if you like it. Or go for go daddy, they offer some domain only $0.99 for the first year.

i found globat as scam. i brought web hosting from them and they started charging 50$ a month to me

because most free are not actually free but they have a "catch" in their offer or probably hidden charges that is why they need you credit card info to bill you without you noticing it, you have to read TOS very carefully as it may contain a billing contract within it, and you might over look this during sign up..
