I think both are separate contests, you can claim your $1 now and latter take $500 when you make 500posts

But you can't claim 250 for 30 refferals you claim $250 if you have 500 posts with the referrals

100 posts $5
200 posts $15

grand total of $401

and you also need referrals in order to cash out.
