Safe? Its an illegal copy Its like stealing a car. No one will ever know unless someone reports you.
What happens if I get caught
Generally they just request that you purchase it or take your forum down. If you do not complie they will contact your hosting provider and either they will remove it or they will remove you. No you wont go to jail or anything like that.

Wow... this is nice now i'll have a better forum script to use for my network... been using phbb for some time now but its so wierd and i also like phbb wayyy more
