In search of a really free website

I need a website for my own use. It is said that there are free sites. I have never traced out any one of them. Charge for the domain or the charge for hosting or both are generally asked. And it is declared that the site is free to own.
Please tell if there is really any free site in the net.

I am also in search of free website but i got the cheapest website opening cost as 140$ which includes everything.
