Everybody please recommend a reliable and fast hostning company

I've tried bluehost,godaddy,knownhot,downtownhost,they all dont meet my need,in other words,their plan is too large and also expensive for a small blog site,bluehost limits the resource usage strictly and godaddy's servers' load is terribly high,knownhost and downtownhost are both great in stability and speed,but their price is too high for a blog with just a very low requirement.

Here's the requirement:
disk 500mb
bandwidth 10GB
domain 1
sub domain 5
and should have php5 mysql5,if there's eaccelerator or xcache or active php cache installed,it's better for me to use
budget aroung 3 USD

Everyone please recommend me your ideal one

Because i live in China and our government blocks porn and politic sites for its own reasons,i dont want my site to be blocked so I put such a requirement
